It's a little more complicated than that. I live near a large Amish community, and they drive on the shoulder of a busy highway. The buggies are black, and sometimes it is hard to see them. I believe that over one hundred Amish are injured in accidents with cars every year.
A privately owned libertarian road would probably also require reflectors.
