I was there, and I don't really agree with Warsh's interpretation of what Eichengreen was saying. He seems to take two or three sentences that were asides and inflate them in importance. I recommend reading through the address in its entirety, which he links to.
Having read one and reread/heard the other, I think Eichengreen did a much better job. In fact, I'm not even sure what Warsh is adding, other than bringing attention to the EHA address.
